in this country is very long, but originally the US government could not
tax its citizens, and only by a later Constitutional Amendment it was able
to carry out this function. Before 1919 Tax Day was on March 15th
and was not changed to April 15th until 1954 to alleviate the work of the
IRS employees with all of the late forms coming in.
